Lava on the high desert in Idaho at I-15 rest area

Please explain...

Water doesn't flow uphill. But there it is, that's exactly what it appears to be doing. It's not the first time I've seen this, but this is the first time I shot a movie that documents it. I know it can't be, so what is going on here? Please explain.
